3DS Virtual Console games that were once JP exclusive / Rare games

[Released: 2011] The 3DS is similar to the DS, but is capable of projecting stereoscopic 3D effects without the use of 3D glasses or additional accessories. A redesigned "XL" version of the console was also released.

3DS Virtual Console games that were once JP exclusive / Rare games

On the Wii Virtual Console I was enchanted by games like Sin & Punishment, Star Parodier and Alien Soldier. When I still had a Wii U I was happy to finally get Earthbound Beginnings. Is there a full list of games that are available on the 3DS Virtual Console that were once region exclusive but are now widely available? I can think of a few... The Mysterious Murasame Castle for one, also Twinbee. Wasn't there a Mystical Ninja game that was like that, or was that for another platform's Virtual Console? You might even say Pokemon Crystal's added content was at one point JP exclusive.
Related question... what are the rarest games in their physical manifestation that also appear in the 3DS Virtual Console library? Examples might include Mega Man V or Earthbound. I am not super aware of what games are rarest on the market.
