Rockman X2 Slowdowns - is this normal?

[Released: 1990] The SNES was the best-selling console of the 16-bit era despite its relatively late start and the fierce competition it faced. The console was able to run some of the first three-dimensional video games on consoles, beginning with Star Fox.

Rockman X2 Slowdowns - is this normal?

I recently purchased a copy of Rockman X2 from a Japanese seller (Way cheaper than Megaman X2!). I am playing on a an American SNES and I am getting big time slowdown issues, especially during boss battles. It was so bad I thoguht the cart might be fake so I popped it open but it looks legit. Megaman X had some slowdowns, but this is way worse.

Is this an inherent problem? Is the performance of the US cart any better?
