What hardware could you put in the cartridge?

[Released: 1990] The SNES was the best-selling console of the 16-bit era despite its relatively late start and the fierce competition it faced. The console was able to run some of the first three-dimensional video games on consoles, beginning with Star Fox.

I think that the cartridge is just more console right? Has it's own RAM?
So would you be able to make a super powerful cartridge? Like one more powerful than the console that could run more powerful games?
I was just wondering. Sorry if this is off-topic.
