Donkey Kong Jr 20ez with 13v B+ ???

So I guess the title says it all. I recently picked up
A donkey Kong jr machine and it sounds like it’s
Coining up and like the board is working since I’m hearing the
Sound , but the screen is dead and no glow in the neck. I have
Tested the power supply and all seems fine there including
107v to the monitor( no load). I checked the B+ voltage and found just 13vdc?
I figured maybe it needed to be recapped so I just finished installing a complete cap kit
And still have 13 v on the B+ and no picture or glow in the neck.
I tried playing with the b+ pot while testing at the chassis ground and the post marked BJ on the board which is fairly close to a large
Ceramic resistor which is getting hot. Could sure use some ideas since I’m at about my electric know how limit. Thanks for
