Anemone not working

[Released: 2011] The 3DS is similar to the DS, but is capable of projecting stereoscopic 3D effects without the use of 3D glasses or additional accessories. A redesigned "XL" version of the console was also released.

Anemone not working

Noob questions but I'm having some issues on my 3DS lately. I upgraded my SDCARD to 256GB, formatted it already to Fat32 and 32KB cluster. All things are working good (no issues for now).
Except for Anemone, I cant apply themes on my 3DS, I've tried several methods in the internet and its still doesn't apply. It always goes back to the default white theme after restart and after I exited from the settings.
I hope someone can help me here.
