I'm replacing the BIOS chip with a Region Free BIOS chip and I need help.

[Released: 1998] Born out of Sega's darkest hour to decide whether the company stays in the hardware business. Even though it didn't officially last long in the US, it was continued selling in Japan and spawned some great 2D Japanese shooters.

I've removed the old one and now going to fit the new one, I have the wires and stuff but my question is, do I need to solder the new chip to the board or just sit it on top and solder leg 1 to 23, etc?
