Windows XP does not run hakchi2 ce 3.5.3?

I finally decided to update from 2.3.1, but when I try to start the hakchi exe, windows tells me it wont run without .Net Framework 4.6.1 which seems to be exclusive to windows 10. Anyone with XP ran into the same issues?
