Cheats?

I am new to my modded SNES Classic , and I have found the Cheats menu in the Retroarch, but I have no idea how to activate them.
I must be doing something wrong. I toggle the cheats to ON and then exit back to whatever game I am playing and the cheats do not work.
How exactly do you do this?
