Asteroids PCB Dead

Asteroids PCB on startup you get a repeating beep,beep,beep (fast pace). The player 1 & 2 LEDs fast blink. Nothing on screen, spot killer on chassis lit. Hitting reset will "reset" (tone stops and starts again when button released). Going into service mode sound like an alarm de,do de,do then a high pitched whine. AR voltages looked good 5.10v and 13.4v on 10v. Removed all socketed ICs and cleaned with iso with no change. I have not worked on any of these boards before so I am really...
