On board WIFI interface changing at startup

I'm using raspberry Pi 32-bit lite on a raspberry pi 4. I'm having the problem that when I boot up sometimes the onboard wifi adapter is wlan0 and other times it is wlan1 and I can't figure out when or why this happens. I have enabled predictable interface names but the interface names still bounces between wlan0 and wlan1. I tried setting the name via https://www.baeldung.com/linux/rename-network-interface but that did not change the name. Any advice or help would be appreciated
