Tempest keeps corrupting F1 rom

I'm working on a Tempest that, after a few power cycles, corrupts the F1 rom and no longer allows a game to be started. P1 an P2 buttons flash and register - but pressing only results in a brief blank screen (as if it wants to go to the "choose level" screen) and return to the attract mode. Re-burn of the rom and all is well for a few on/offs. No other errors on self test.

I have cleaned and applied deoxit to the edge connectors. ARII and big blue look original, but measurements indicate...
