Battlezone Playing Blind (Vector Generator?)

Hey all! I picked up an Atari Battlezone this summer. It looks like the boards have been repaired and it has a Braze High Score kit installed. It was playing perfectly fine until last week when I lost the picture.

I started troubleshooting steps and found the AR2 was putting out about 5v on the 12v line and -1v on the -5. I had a rebuild kit and changed out the transistors on that side. That put me at 12v again and -13 on the -5. I see those values on the main boards as well. +5v, -15v...
