Daytona USA force feedback question

I know there are a bunch of posts on the Daytona USA force feedback, but I can't seem to find what I am looking for.
I just got a Daytona usa yesterday and the force feedback doesn't work. On startup the steering wheel slowly turns to the left as the wheel tightens then it releases after about 30 seconds. The top pot the stirring assembly works fine. I tried adjusting force feedback pot, but I couldn't get it to settle on 80 like it should. The digits would flicker on the driver board like...
