DC with no AV/S-video

recently got my hands on a dreamcast system for cheap due to it not having a functioning video or sound output. ive tried plugging it multiple TVs, got nothing. the cable im using with it is brand new and the seller i got the DC from was having the same issues so i really doubt its the cable. Ive tried plugging it into a CRT and 2 different LCDs and got nothing. just to be sure ive plugged my gamecube into all these TVs and it works perfect on all of them, so it cant be the TVs. I was also told it has a modded bios so its region free, is it known that giving that kind of mod would mess up the output signals? really just scrapping for ideas here, i wouldnt mind turning this into a repair project as im unfamiliar with console repair in general. what steps could I take to fix this thing? would love to see it in action again
