Can't auto-hide taskbar

Can't auto-hide taskbar

This is driving me nuts. Its probably something stupid that I'm doing. I can't seem to auto hide the taskbar. Here is the weird part. I use RDP and right click the taskbar. I go to panel settings and can turn on automatic hiding and size when minimized. This works great....on RDP only.

I log into the same user on a display directly connected to the pi...settings are not retained and the taskbar is there. I try to do the same thing and access the panel settings. Panel settings isn't an option.

Anybody have any ideas? I've also commented out the lxpanel in autostart. Same behavior. Gets rid of the taskbar over RDP. Directly connected to display on pi...taskbar is back.
