(HELP) Can’t Fix Overscan on Composite Output Pi 2B

Hardware: Pi 2 B v1.1 with Adafruit A/V and RCA Cable for Raspberry Pi [ADA2881]
Software: Pi OS Legacy (regular os would only show the boot screen and never load the desktop)

What I've tried:

All of the commands in the config.txt file, including sdtv 0 and 16 (force 240p mode)

Overscan commands do not work, not in the config file nor raspberry pi settings.

Thank you in advance for any support or help. I appreciate any help I can get.
