Raspberry Pi 4 Netboot Question

I'm attempting to netboot a Pi 4 for use with MaaS and I noticed that adding "include filename" to config.txt will tftp an additional file named filename along with the kenel, etc. However, I cannot access this file at all once it has been tftp'd. Basically my question is how does this include parameter work? In depth info about the config.txt file seems to be rather scarce.
