rearranging home screen apps

Is there any way to rearrange the home screen apps? It seems like the home screen shows recently used apps, but as far as I know, there's no way to permanently set the apps in the order you'd like. I'm coming from a PS4 to an Xbox Series S so i'm a little confused.
