GameCube spicy orange question

[Released: 2001] The GameCube, with the Game Boy Player attachment, it is able to play Game Boy/Color, and Game Boy Advance titles. It's successor, the Wii, supports backward compatibility. Panasonic released a DVD player hybrid Gamecube.

GameCube spicy orange question

I know that the spicy orange version is a Japan région locked, I saw on eBay that state to play NTSC disc as well so I must assume that they are patched somehow?
Can I still install picoboot on these even if they are patched?
Is the spicy orange same spec as the Us version?
