Is it possible to convert a PAL 50Hz signal to NTSC 60hz using a modded console?

I know that it's possible on modded SNES with a mod called "Switchless" essentially letting you use your PAL cartridges but still play them at NTSC speed, but I've never seen that for the N64, is there a reason for that?
