Super Mario War (eboot) Keeps giving error and won’t open

The error is “this game cannot be started 80020148â€￾
I am running 6.61 ME-2.3 and have tried all of my drivers.
SUPER MARIO WAR IS OPEN SOURCE DON’T BAN ME.
Does anybody have a link to an eboot they know works? I could hardly find the one I did, or does anybody know how to fix this? Also I have a Japanese console idk if that would matter
