SNES with rust on chips

Image Got an American SNES recently, it was sold as working and indeed seemed to be fully working the first time I turned it on. However, when I tried today, the only thing it displayed is analog noise, though it did send the synch signal (the TV entered 240p mode). Switching power supply or AV cable didn't help at all. Pictured is the motherboard, with most chips having rusty legs. Any ideas of what might be causing the problem and whether I should even bother removing the rust? If I should, which methods should I use?
