Breath of Fire 2 question

I don’t know if this is the right subreddit for this since it’s related to Breath of Fire 2 via Nintendo Online but here goes.
Has anyone experienced a glitch where you can’t get into the sky cave in Windia? I can explore the world but the gate on the far left isn’t open even after the representative of St. Eva leaves the king.
Won’t be the worst thing in the world if I have to replay if but I am curious if this is a glitch or I am missing a trigger somehow?
