Original Xbox will not detect hacked saves on 1gb flash drive

I am using a 1gb no name flash drive from eBay. The xbox detects the drive and I can copy regular xbox saves to and from the flash drive. Xplorer360 recognizes the drive, I dragged and dropped the hacked saves but the xbox still does not detect it. I used windows 10 and used an xp virtual machine with no luck. Can anyone help me out here?
