After MM3 chip install, import games wont play and are treated like cd's

[Released: 1994] Sony entered into an agreement with Nintendo to develop a CD-ROM attachment, for the Super Nintendo. Due to contractual problems it was never released, and instead, a modified version was introduced by Sony called the PlayStation.

So I installed the chip and the PS1 (pu-22 board) still plays U.S games, but when I try and boot up an import game it sends me to the cd player. What gives?
I believe I've installed this correctly, at least according to the directions on https://quade.co/ps1-modchip-guide/mm3/pu-22/
My pu-22 board is like the second one shown, where pin 4 is connected to fb601 (on the left side, not the board with it in the center). I've cleaned the optical sensor, double checked my connections. I'm not sure where to go now.
I chipped a ps1 in the past and it worked, but that was 20 years back.
