black image with new Logitech C270 webcam + pi3

I got a new C270 webcam today and plugged it into my rpi3 and fswebcam (and others) give me a blank image.
it's a new camera, it works on my Mac.
brand new fresh install of raspberry pi os using the imager. It installed just fine, no issues. Also, there are no error messages about the camera logged on the pi. Everything appears to be working fine. The C270 shows up in dmesg and everything.
The only thing I can think of is that it's drawing too much power but I have a 5v 2400mah power supply that I got with the pi3 and has been working fine for a few years. From what I read, this camera should just be plug & play with the current OS and the pi3.
Is there anything else that I can look for? I can add more log files later if anyone wants.
