Is Digital Ocean small droplet better than Raspberri pi4 for web hosting?

Is Digital Ocean small droplet better than Raspberri pi4 for web hosting?

I have hosted my websites from home on a Docker Swarm stack powered by single node Raspberry Pi 4 8Gb. Some of the php pages are taking more time to load (4 seconds) and I am planning to move to Digital Ocean cloud hosting. When I monitored the host process on long running php process I see the CPU usage goes to 15% and memory usage stays at 1%. The php code reads data from file and convert it to json then do some small processing and sends the response back to browser.
