NOOB QUES: Using Privoxy outside of local network

Hello!
So in my college, the network blocks stuff like YouTube and other stuff which I don't usually mind. But I just found out that they blocked stupid things like OneDrive, Gmail etc. The only problem is that I usually upload all my stuff onto the cloud and I need to access it. I was thinking about using a VPN but they have blocked literally EVERYTHING. So I wanted to make my own proxy using Privoxy on my Raspberry Pi. I've already set it all up and I can access it on my local network by changing my proxy settings to 10.0.0.46 with the port at 8118. My only question is how to access it outside of my network. Do I port forward my raspberry pi and change the IP and keep the port as is?
Sorry for the noob question?
Any help would be greatly appreciated
