F-0011 Geekpi PWM frequency?

Hello all, I'm using this docker container which uses a script to control the fan speed depending on CPU temps.
On the fan.py script, there's the variable 'PWM_FREQ' for which there's a comment that states that it is at 10kHz for Noctua PWM control. I'm using this fan, is it alright if I use the same value for PWM frequency?
Extra question: why does the python process in the container use ~60% CPU but if I check the cores with htop they're all under 3%?
