can someone point me in the right direction pertaining to serial ports python-serial??

I have a raspberry pi version 2 B+, I have loaded the latest Raspbian and am completely updated and upgraded. I want to do this but it seems like python serial is not working can some one point me in the direction I need to go? Python serial I think may be old. thanks for any help. I am at a loss for getting the pi to talk to the ELM device and that article is old. Thank you again!
