Error code 018-0513 on Animal Crossing: New Leaf

[Released: 2011] The 3DS is similar to the DS, but is capable of projecting stereoscopic 3D effects without the use of 3D glasses or additional accessories. A redesigned "XL" version of the console was also released.

Error code 018-0513 on Animal Crossing: New Leaf

I have 3 friends, friend A, B and C. Friend A and B cannot visit eachother (they get error code 018-0513), but can visit friend C. Friend A cannot visit Friend C while Friend B is there, and Friend B cannot visit Friend C while friend A is there.
It seems that Friend A and B have some sort of connection issue specifically between eachother. What could be the issue, and how could we go about fixing it?
