Region modded consoles advice

I'm in the UK and I'm having the typical Windows user's horrendous tech problems and it's making my SMS emulation unplayable right now. I'm a speedrunner so I would need to have an NTSC region mod on anything I buy. I'm seriously considering getting a region modded console for use in the real world. I have absolutely no technical skill or ability so I wouldn't be able to do it myself, though I do know someone who does have the ability. I would really appreciate any advice/recommendations either on specific websites/companies who sell these things at good value, or advice/guidance on how to go about vetting buying something like this say from eBay without risking any massive failures or rip-offs, or what sort of price you guys paid for such a thing and would be reasonable. If any of these questions are dumb feel free to tell me :D
