CDI boots fine on emulator but when i burn it on a disc it does not boot

So I'm trying to get a cdi burned copy of Star Wars Episode 1 Racer booted on the Dreamcast but it won't seem to do so. the actual CDI itself does run on nullDC but when I do burn it (imgburn 4x speed) it does not boot up. I have had other burned games work on my Dreamcast but can't figure out why this does not run. Anyone know what i'm missing?
