Format PS4 and stay at 9.00?

[Released: 2013] The PlayStation 4 will feature a simpler AMD processor, in hopes of attracting a broader range of developers and support for the system. Sony also plans to place more focus on social gameplay.

Hey

Can i format / restore my PS4 to factory default and stay to 9.00?
I want to have a virgin clean PS4 but stay at 9.00 and not updating
