Should IC at 1E of the TKG4-12-VIDEO board have a heatsink?

I'm going through the video board to try and resolve some scrambled video. In addition to several ICs that have corroded pins I noticed the IC at 1E on the board looks like it had a heatsink. If I read the schematic correctly it is a 10136 counter near the crystal oscillator. I'm planning on replacing it when I tackle the other ICs with visible issues. Two questions, should there be a heatsink installed? is the chip at 1E a 10136? if I'm reading the schematic correctly i think it is.
