Line Voltage Inducer Thingy

I recently got a Dreamcast and I'm loving every bit of it. I decided to try and hook up a dreampi, I had an old pi collecting dust that I could use. I got all the parts for it except the "line voltage inducer." How important is this peice, what does it do, and can I find it for a reasonable price? (All-in-one USB motem is out of stock)
