VGA video output on Dreamcast

I know that there are some games that don't work with VGA output. If I use a cable that takes the Dreamcast's VGA output, will those games that don't use it simply not display a picture? Or will they still output, albeit at a lower picture quality? If not, what would be the best option for video output that works with the entire Dreamcast library?
