Hardware Installation -- changes by SD card?

For hardware added to the Pi, including things like the Argon One v2 case or the Conbee II stick, does the software need to be installed for each SD card inserted? I am just trying to understand the Pi more here.

For example, the Argon case has a power button. You can program that button so when pressed or held or what not it safely shuts down the device. You can also change the fan functions. There is a script you run to set it up and install the necessary instructions to do this. Is that on the SD card?

My assumption is anything you run in Terminal for the Pi is saving to the SD card and any new SD card inserted you need to be sure that you also re-install software.
