Chimp Loader restarts console after a couple seconds. HELP pleeeaaaase

Chimp Loader restarts console after a couple seconds. HELP pleeeaaaase

After I launch it I see "Chimp Loader v1.01' onscreen for a couple seconds then it reboots the console. Tried different video settings/cable. Tried using cable select mode on jumpers. Any help appreciated.
I tried all the suggestions I could find in various past posts, YT comments, but Im pretty sure for those posts the symptom was Chimp wouldnt even appear to launch. So Im thinking the fact that it does briefly run is important.
