i hope you guys can help me remember a game

I haven't played it since the days of demo discs and it still feels like a fever dream.
I just remember you drove one of two vehicles in third person, a car or a plane, it possibly transformed between the two, and you had to run around this blocky Sci fi city to chase something down (other vehicles or people).
One part of a level I remember was a lpng curved road that raised up to a tunnel.
Any screenshots of it would really help, but feel free to ask questions.
