I have questions about PAL and NTSC and output

Hi everyone. I recently got myself a PAL PS2 slim (I live in France) and I have a few questions that I didn't find an answer for since booting it up.

1. I have an AV cable for my TV (flat 32") and the seller somehow sold it to me with an AV to SCART adapter. I have both inputs on my TV. With SCART, I get 16:9, no widening. With AV (just removing the SCART adapter) I get 4:3. I understand from reading online that direct AV is better but I would like to have the quality in 16:9. Is there a way ?
2. Some games, Jak II and Silent Hill 3, ask me to choose between NTSC 60Hz and PAL 50Hz. Why ? If my console is PAL it should default, what is going on ?
