PS2 (SCPH-30001) Won't Turn On, Standby Light / No Green Light

Recently bought a PS2 (SCPH-30001) and it won't boot up after being plugged in. The red standby light comes on, but the power/reset button doesn't function. I read that it's probably an error with the power ribbon, so I opened it up and it has a noticeable rip. Would this be the culprit? I've ordered a replacement, but I'm wondering if there is another problem preventing start-up. I tried two power cables--one that came with the PS2 and another that I'm currently using for a slim PS3--so it definitely seems to be getting power. Is it just the ribbon, or could it be a fuse? Any suggestions would be appreciated.
