How to play PAL snes games on a Japanese sfc

I know that there is a way for American snes consoles to play sfc games by cutting off some plastic to make the cartridge fit in but was wondering if PAL snes games could be played on Japanese sfc through an adapter or something.
I think there are measures put in place such as the game checking the refresh rate and not letting you play the game if detected because of PAL having 50Hz refresh rate and other regions using 60Hz.
Are there workarounds that can be done that works around the region locking and refresh rate detection?
