Why hasn't the Minnesota Lottery NES cart ever been dumped to a ROM?

This has to be the rarest of the rare NES titles. Screenshots of the "game" are online. But I've yet to see a ROM dump of this cartridge or even a YouTube video demoing it. Someone, somewhere must have a copy of this. What gives?
