Recapping PSU question

So when it comes to fully recapping a PSU do I have to worry about adding the white stuff back to replicate how it is originally or are the effects negligible after a change? Obviously there's been so many posts asking what the white stuff is and I know it's to prevent vibration but is that a field vibration or just vibration when the unit is being moved about and to prevent the big heavy caps shaking themselves free?
