Need some help with River City Ransom

Not sure if this is allowed but I honestly can't think of anywhere else to ask.
I'm playing through RCR for the first time since I was a kid and I'm stuck. I'm fighting the boss Rocko in the warehouse and he literally won't die. I'm on a phone emulator and I've been fighting him for hours, saving and coming back. Is this a glitch or something? I've done my Google Fu and nothing comes up.
