USB recording not loud at all from 3W speaker being driven by 2.5W amp

USB recording not loud at all from 3W speaker being driven by 2.5W amp

I'm recording using a USB mic that has the input set to 100%, then using this 2.5W amp to drive this 3W 4Ohm speaker. The sound is not loud at all and I have to have my ear right up next to the speaker to hear anything. The input + output volumes are set to 100%, and the pot on the amp is turned all the way up.
I'm retrofitting an old rotary phone but this isn't giving me the volume / clarity I expected.
I've tried various recording options through arecord and pacat but nothing is giving me great results.
Is there a better setup I should be using or do I just have crappy components?
