How to use an IR Remote on the Raspberry Pi 4?

I want to navigate the RaspberryPi OS with an IR Remote. I have a Infrared Receiver (TSOP38238) connected to the RaspberryPi 4 GPIO Pins with female-to-female jumper cables. How do I read the raw data and decode it so I can remap it to a function like opening a browser or doing other things?
Most tutorials I found online have different components or are outdated.
