Is there a way to disable iptables via file?

I tried upgrading to bullseye but iptables-persistent didn't allowed me. Since dns was already down I thought "F it" and removed iptables-persistent, resulting in locking me out after reboot.
I disabled hdmi-output so this isn't a solution either. Is there a way to just mount the sd card and edit iptables-configs? If so, where are they stored?
(Yes, I have a backup, but if there is a other way, I would really try that first)
