How to boot Raspberry 3 from USB

Hello, I have a Raspberry PI 3 Model B V1.2 that I am trying to get to boot off a USB drive. I've followed these directions. However, no matter what I do I am unable to boot off anything. I feel like I am doing something really dumb. Any suggestions?
1) Install Raspbian on microsd
sudo apt-get update
sudo apt-get upgrade
echo program_usb_boot_mode=1 | sudo tee -a /boot/config.txt
vcgencmd otp_dump | grep 17
2) I install raspbian on usb connected SSD. I then unpug the microsd and nothing happens. The screen remains blank.
